Transfer Maid in Singapore: New or Transfer—Which Is Better?

A transfer maid in Singapore cleaning the kitchen, already familiar with local household routines and ready to start work quickly.

Summary:

  • A transfer maid is already in Singapore and looking for a new employer, while a new maid is hired and processed from overseas.
  • Transfer maids can typically start within 1 to 2 weeks; new maids take 4 to 8 weeks to arrive and complete formalities.
  • Both options require the $5,000 security bond, maid insurance, and a monthly levy of $300 (or $60 at the concessionary rate).
  • Transfer maids offer the advantage of Singapore experience and the ability to meet in person before hiring; new maids allow employers to set expectations and routines from scratch.
  • Choose a transfer maid if you need help quickly or value proven experience; choose a new maid if you can wait and prefer to train your helper your way.

Hiring a domestic helper is one of the more significant decisions a household makes, and it rarely happens at a convenient time. A new baby, an elderly parent needing support, or a helper’s contract ending unexpectedly can all force the decision quickly.

One of the first questions families face is whether to hire someone new from overseas or take on a transfer maid already in Singapore. The 2 routes differ considerably in timeline, cost, and fit.

What Is a Transfer Maid and How Does the Process Work?

A transfer maid, officially a Migrant Domestic Worker (MDW) seeking a new employer, is a helper who is already living and working in Singapore and wishes to move to a different household. Helpers transfer for a range of reasons: a completed contract, a family relocation, a change in household needs, or a mutual decision between the helper and her current employer.

Because she is already in Singapore, a transfer maid typically holds a valid Work Permit, has completed the Settling-In Programme, and is familiar with day-to-day life here. For a family, this translates to a shorter wait. Instead of weeks of overseas processing and travel arrangements, she can usually start within 1 to 2 weeks once approvals are in order. Families can also meet her face to face before making a decision — which many find reassuring, particularly those hiring a helper for the first time.

Steps Involved in the Transfer Maid Hiring Process

The transfer process is managed through MOM’s FDW eService and involves the current employer, the new employer, and the helper. The first 2 steps must be completed at least 30 days before the helper’s current Work Permit expires.

  • Step 1: Browse available transfer maids through an agency, shortlist candidates, and arrange an interview, in person or by video call, to assess experience, personality, and fit.
  • Step 2: Check that the helper has attended her 6-monthly medical examination and that her Work Permit has more than 30 days of validity remaining.
  • Step 3: Log in to MOM’s FDW eService to request consent for the transfer from the current employer. Once consent is given, apply for the helper’s Work Permit. Approval is usually received within one week, after which MOM will issue an In-Principle Approval and declaration form by email.
  • Step 4: Once the In-Principle Approval is received, purchase the $5,000 security bond and maid insurance, including medical and personal accident coverage. Sign the declaration form together with the helper.
  • Step 5: Agree on a transfer date with the current employer. On that date, log in to FDW eService to issue the new Work Permit, upload the signed declaration form, and print the Temporary Work Permit so the helper can begin work.
  • Step 6: The new Work Permit must be issued within 21 days of approval, or before the current Work Permit expires, whichever comes first. The helper’s previous Work Permit is automatically cancelled at that point.

New Maid vs. Transfer Maid: Pros, Cons, and Key Differences

Choosing between a new helper and a transfer maid comes down to your household’s priorities. Here is a straightforward look at how the 2 options differ.

Experience, Adjustment Time, and Household Fit

Both new and transfer maids can be a good fit, but they differ in how quickly they adjust and how much training they may need. The table below gives a clearer comparison.

Maid Agency Transfer Fees and Other Costs to Budget For

With a new maid, employers typically cover overseas recruitment, home-country training, airfare, and the Settling-In Programme fee. Transfer maids skip most of these steps, which generally means lower upfront agency fees and faster processing.

That said, both options share the same core ongoing costs. Here is what to plan for:

Cost itemDetails
Agency transfer feeCovers paperwork, Work Permit application, and administrative support
Monthly salaryVaries by nationality, experience, and job scope
Maid insuranceMinimum $60,000/year for medical (in-patient); $60,000/year for personal accident
Security bond$5,000 for non-Malaysian helpers, required by MOM
6-monthly medical examMandatory throughout employment
Monthly levy$300 for first MDW, or $60 at the concessionary rate for qualifying households
Day-to-day upkeepFood, toiletries, mobile data, and rest day allowances

Concessionary levy applies to households with a Singapore citizen child under 16, an elderly citizen aged 67 and above, or a person with disabilities. Always confirm current rates with MOM before hiring.

Which Is the Better Choice for Your Family?

There is no universal right answer here. The better choice depends on how urgently you need help, how much time you can give to training, and how you prefer to get to know your helper before she joins your household.

When a Transfer Maid Is the Right Fit

A transfer maid tends to be the practical choice for families who need support sooner rather than later. That might mean a baby due shortly, an elderly family member with immediate care needs, or a helper whose contract has just ended unexpectedly.

She can also be a good fit for first-time employers who feel more comfortable meeting a candidate in person before committing. If Singapore experience, verifiable references, and a shorter settling-in period matter to your family, a transfer maid is likely the better starting point.

When a New Maid May Make More Sense

A new helper may suit families who have the flexibility to wait — typically 4 to 8 weeks for arrival, medical clearance, and the Settling-In Programme.

This option works well for households that prefer to train a helper entirely according to their own routines. It can be particularly well-suited to families caring for a newborn, young children, or seniors with specific requirements, where consistency from the start is especially important. Some employers also appreciate that expectations can be established clearly from day one, without any habits from a previous workplace to work around.
